Amazon has formally lodged a complaint with Oregon's utility regulators against PacifiCorp, a subsidiary of Berkshire Hathaway, for allegedly failing to provide adequate power to four new data center facilities. The complaint, which became public knowledge in early November 2025, asserts that PacifiCorp has breached its contractual obligations to supply the necessary electricity, thereby hindering the expansion of Amazon Web Services (AWS) in the region. The dispute underscores the growing tension between the rapid expansion of technology infrastructure, driven by the demands of AI and cloud computing, and the capacity of existing power grids. According to the filing, one data campus received insufficient power, another received none, and two others have been delayed.
