Nearly 300 French news publishers filed a complaint against Google with France's competition authority. The alliance alleges Google's new AI-powered search summaries misuse their content and reduce web traffic. The group, APIG, claims Google launched its "AI Overviews" in France in late July without proper negotiation. APIG states this violates a 2022 agreement on publisher compensation.
Publishers fear the AI summaries, appearing above traditional search results, will deprive them of visitors and associated advertising revenue by providing direct answers to user queries. They argue this undermines their journalism's value. Publishers asked the regulator to enforce fair compensation, citing a recent ruling involving Meta.
This action marks the latest escalation in a long-running dispute over "neighboring rights" in France. Regulators previously fined Google €250 million in March 2024. The fine stemmed from Google breaching commitments related to paying news organizations for content use. Regulators specifically noted Google trained its AI on publisher data without notification.
