Meta Platforms Inc. on October 15, 2025, announced a significant expansion of its artificial intelligence infrastructure with plans to build a new gigawatt-sized data center in El Paso, Texas, for over $1.5 billion. This facility is designed to support the company's growing AI workloads and will have systems capable of handling both traditional servers and future generations of AI hardware, with an expected completion in 2028. In a related major strategic shift, Meta also revealed a partnership with chip technology provider Arm Holdings to power the AI ranking and recommendation systems for its apps, including Facebook and Instagram. This move to Arm-based data center platforms from the traditional x86 architecture is aimed at achieving higher performance and lower power consumption. As part of the collaboration, software optimizations for Meta's AI stack will be contributed to open-source projects, which could accelerate broader adoption of Arm-based architecture.
