Norway will develop rather than dismantle its offshore oil and gas activities to ensure long-term energy security for Europe. Energy Minister Terje Aasland announced the shift as a direct response to supply shortfalls caused by conflicts in Ukraine and the Middle East.

Three southern coast gas fields are slated to reopen by the end of 2028. These include the Albuskjell, Vest Ekofisk, and Tommeliten Gamma fields, which have been closed since 1998.

Norway aims to maintain production levels of approximately 2 million barrels of oil per day for the rest of the decade. The Norwegian Offshore Directorate anticipates the country will have over 100 offshore fields operating within the next two years. This strategic pivot prioritizes security of supply over an accelerated transition away from fossil fuels.
