OpenAI banned several Chinese-linked account clusters conducting covert influence operations against U.S. public opinion. These networks used ChatGPT to generate multilingual social media content, create images, and research campaign topics.

The operations targeted divisive domestic issues including U.S. tariffs and AI data center development. One campaign, Data Center Bandwagon, claimed that new data centers caused electricity price hikes for American families.

OpenAI reported that the campaigns failed to achieve meaningful audience engagement.
