The Federal Bureau of Investigation (FBI) is seeking access to a nationwide network of automated license plate readers (ALPRs). This procurement would allow the agency to track vehicle movements across the United States and its territories without a warrant.

The FBI requires a Software-as-a-Service system to query data by license plate, vehicle description, time, and location. Federal records indicate a potential total contract value of up to $36 million.

Flock Safety and Motorola Solutions are identified as the primary vendors capable of meeting the broad requirements. The initiative aims to enhance the Open Source Intelligence (OSINT) capabilities of the FBI Directorate of Intelligence.
