The Shell-led LNG Canada joint venture issued a 'limited notice to proceed' (LNTP). This notice went to its primary contractors, Fluor and JGC Corporation. It covers the proposed Phase Two expansion of its export facility in Kitimat, British Columbia.

This preliminary step allows for early planning, long-lead procurement, and detailed design. It also advances site preparation work. A final investment decision (FID) remains under consideration.

The proposed expansion would double the facility's production capacity. Capacity would increase from 14 million tonnes per annum (MTPA) to 28 MTPA.

LNG Canada's partners target a potential FID by the end of 2026. Partners include Shell (40%), Petronas (25%), PetroChina (15%), Mitsubishi Corporation (15%), and Kogas (5%).

The project's first phase completed in 2025. It currently exports liquefied natural gas.
